About This Role

JOB SUMMARY

Under the direction of the Associate Superintendent of Business Services, you will be responsible for planning, organizing, and administering the fiscal operations of the District. This includes the preparation of financial statements, projections, and analyses. You will work closely with Administration and other District employees to plan and execute financial policies and procedures, ensuring fiscal responsibility and regulatory compliance.

MAJOR DUTIES AND RESPONSIBILITIES

  • Bond Program Oversight: Plan, organize, and direct employees involved with the fiscal activities of the district’s bond program; assure proper coordination between the bond management team and other district departments.
  • Policy Development: Develop, evaluate, and make recommendations regarding administrative policies governing all fiscal services related to the receipt, investment, expenditure, and reporting of District funds.
  • Budget Administration: Provide direction and supervision over the preparation and administration of the budget and ancillary financial reports. Approve and update budgets throughout the year as needed to maintain an accurate depiction of the District’s financial status.
  • Financial Forecasting: Forecast accurate, long\-term projections of revenues and expenditures; provide timely budget status updates to leadership.
  • Facilities \& Construction: Manage budget planning, control, and reporting for all facility construction and modernization projects.
  • Regulatory Compliance: Keep current on impending and actual changes in fiscal regulations from federal, state, and county agencies as they relate to district funding and activities.
  • Representation: Represent the district and superiors at various state, county, board, community, municipal, and ad hoc committee meetings.
  • Team Leadership: Establish and monitor work performance standards; implement the employee evaluation and progressive disciplinary system for department employees.

QUALIFICATIONS

Knowledge and Skills

  • Deep knowledge of school finance, school district organization, and current principles/methods of public school district business management.
  • Comprehensive knowledge of federal, state, and local revenue sources related to school district operations.
  • Strong working knowledge of the California State Accounting Manual, California Education Code, and other codes/regulations pertaining to the disbursement of public funds.
  • Proven ability to plan, organize, coordinate, and direct complex, technical school district operations.
  • Strong problem\-solving skills: ability to identify potential issues, evaluate alternative solutions, make difficult decisions, and prepare sound recommendations.
  • Ability to interpret, apply, and explain complex rules, regulations, policies, and procedures.
  • Excellent written and verbal communication skills, including the ability to prepare accurate statistical reports, studies, and presentations.
  • Exceptional public relations, coordination, and relationship\-building skills.
  • Ability to work independently with minimal direction and meet strict schedules/timelines.

Education, Training, and Experience

  • Education: Postgraduate work in school administration or business administration, OR licensure as a Certified Public Accountant (CPA), OR a comparable combination of training, education, and experience.
  • Experience: Five (5\) years of progressively responsible experience in school district financial administration, including at least three (3\) years in a supervisory capacity.

Pay: $158,067\.70 \- $189,682\.62 per year
